Like every other segment of state government, the California Court system has been significantly impacted by the economic crisis that began in 2008. Directly, the court system has seen its funding substantially reduced, requiring the elimination of numerous staff positions and services offered to the public. Indirectly, the judicial system has been affected by the state’s need to dramatically reduce the state prison population. Justice Mark Simons of the California Court of Appeal will discuss the implications of this.

Mark Simons has been an Associate Justice on the First District Court of Appeal (San Francisco) since January 2001, following his appointment by Governor Gray Davis. Prior to that he had served on the trial court in Contra Costa County for approximately 20 years. Before his appointment to the trial court in 1980, Justice Simons had served as an attorney with Cooley, Godward in San Francisco and as a Deputy Public Defender in Contra Costa. He graduated from the University of Chicago Law School in 1970 and the University of Michigan in 1967.

Our second speaker is Ellen Corbett the Senate majority leader who is serving her second term in the State Senate and was elected Senate Majority Leader by her fellow Democrats in 2010. Throughout her career, she has focused on strengthening California’s economy, standing up for consumers and protecting our natural resources while encouraging the growth of our green economy. Among the landmark legislation she has passed are laws to provide students with more information regarding student loan options and risks, give car buyers additional safeguards and protecting homeowners that have suffered during California’s housing crisis.
