Phil O'Loane, San Ramon City Council

Phil O’Loane, San Ramon City Council

The San Ramon Valley Democratic Club is pleased to welcome Danville Town Councilmember Newell Arnerich and San Ramon City Councilmember Phil O’Loane. The title of Newell’s talk is “Danville and the Role of Regionalism in the Tri-Valley.” He will present updates on the projects in Danville and give us a view of the regional economy and how public agencies work together.

The title of Phil’s talk is “San Ramon As It Enters Early Adulthood.” He will talk about the changes that have occurred and are coming to San Ramon and the opportunities and challenges of an East Bay city as it starts to mature.

Newell Arnerich: Newell was first elected to the Danville Town Council in 1995 and elected Mayor in 1999, 2004, 2008, 2012 and 2013. He began volunteering for the Town by serving on Danville’s Architectural Design Review Board on the Planning Commission. He is always involved in supporting our local schools by having served on the School District Facilities Committee resulting in the successful passage of Measure D School Bond and served on the Valley-wide Committee on Youth Safety & Development. Regionally, Newell is involved with planning and transportation issues affecting our valley serving on the Contra Costa Transportation Authority, TRAFFIX school bus program and the Tri-Valley Transportation Council.

Danville’s financial health has been guided by Councilmember Arnerich’ s philosophy of ‘planning and saving for the future’ without adding debt. Danville’s pay as you go fiscal policies have helped keep Danville out of the financial troubles that most other cities have experienced in this difficult economy.

Newell graduated from the University of California, Berkeley with a B.A. & M.A. in architecture and urban design. For the past 37 years he has been a professional architect who owns and manages an architectural firm with offices in the San Francisco Bay Area and Los Angeles and serves as President/CEO of the firm.

He is married to his wife, Janis, for 42 years, a retired elementary school principal, and together they have two children, both graduates of San Ramon Valley High School. Their daughter is an E.R. trauma nurse, while their son just completed four years of service in the United States Marine Corps.

Phil O’Loane: Phil O’Loane was elected to the San Ramon City Council in November 2011. He had previously served on the San Ramon Planning Commission from 2006 – 2010 and on the Economic Development Advisory Committee from 2003-2006. While serving as the Chair of the Planning Commission in 2010, Mr. O’Loane was the sole opposition to the City Council’s efforts to break the voter-approved Urban Growth Boundary by annexing most of the Tassajara Valley and areas to the west of San Ramon. This resulted in the council not reappointing him in 2010.

He then became the Co-Chair of the No on Measure W campaign which defeated the council’s proposed expansion with a 72% no vote in November 2010.
Mr. O’Loane has been a key figure in the ongoing efforts to eliminate the deficit spending of previous councils while at the same time leading efforts to protect Open Space surrounding San Ramon.

A native of Rochester, NY, Phil was graduated from the University of Notre Dame in 1980 with a degree in Economics and holds a Masters in Hospital Administration from the University of Michigan’s School of Public Health. He has been married for 30 years to his wife Rachele, a Bay Area native who teaches 1st grade at Coyote Creek Elementary School in San Ramon. His daughters were both graduated from Dougherty Valley High and attend the University of Portland. Phil works as a Medical Director for the Permanente Medical Group’s Business Development Group.
