We will hear from the candidates, and we will have speakers from some of the ballot initiatives on the November ballot. Speakers for the following initiatives have been invited:

  • Extension of Prop. 30
  • California Medi-Cal Hospital Reimbursement
  • California Tobacco Tax
  • Justice That Works (Repeal of Death Penalty)
  • Safety For All (Gavin Newsom’s Initiative)
  • Public Safety and Rehabilitation Act

Phil O’Loane
Phil O’Loane has served on San Ramon City Council for 41/2 years. He served on the Economic Development Advisory Committee from 2004 -2006 and the Planning Commission from 2006 -2010 and was the sole member of the Planning Commission or the Council who opposed breaking San Ramon’s Urban Growth Boundary in 2010. Mr. O’Loane was the Co-Chair of the No on Measure W campaign that saw 72% of the voters vote No. He has been a staunch supporter of Open Space preservation on both sides of San Ramon and is also a member of Save Mount Diablo’s Lands Committee.

A native of Rochester, NY where his mother was the 9th ward Democratic Party treasurer, Phil moved to California permanently in 1983 after completing his graduate studies at the University of Michigan in Hospital Administration and his undergrad in Economics from the University of Notre Dame. Phil was a successful medical entrepreneur prior to becoming a Medical Director in 2003 for Kaiser Permanente.

He and his wife Rachele, a Coyote Creek Elementary Kindergarten Teacher, moved to San Ramon from San Francisco in 2000 with their 2 daughters who were in the first classes to complete their entire K-12 in the Dougherty Valley Schools.

Sabina Zafar
Sabina Zafar is a San Ramon City Council candidate running to promote a stronger community through engagement and innovation for the City of San Ramon. She is an active community leader, a successful business executive, and a technologist by background. Sabina moved to San Ramon in 2006 as a single parent with her two children, then aged four and nine years old. She chose San Ramon for its safe community, diverse neighborhoods, and excellent schools.

Sabina was appointed to the San Ramon Valley Transportation Advisory Committee in 2015. She is a member of the San Ramon Dougherty Valley Rotary Club, and a member of the San Ramon Valley Leadership program. As a parent, she has volunteered actively with the PTA and Girl Scouts of Northern California. She is also affiliated with Women in Tech and Women Who Code.

Presently, she leads the Solutions Architecture & Sales Engineering for an Internet Software and Cloud Infrastructure Company. She holds a degree in Computer and Information Sciences from the University of South Alabama.
