The San Ramon Valley Democratic Club is pleased to welcome our former Assemblymember Joan Buchanan to update us on Restore the Delta’s efforts to stop Governor Brown’s plan to build huge tunnels under the Delta in order to increase the amount of water siphoned from the Delta and directed to the Central Valley and southern California.  Joan is our ‘California water guru,” because of her excellent knowledge about California water issues. We are looking forward to hearing her speak about the water issues of the Delta.

Joan Buchanan’s passion is public education and the welfare of children. She began her advocacy in her children’s schools and community, serving in PTA, on the board of the Child Care Alliance, and coaching youth sports.

Joan Buchanan Feb 2015 In 1990 Joan was elected to the San Ramon Valley Unified District School board where she served for 18-years including four terms as president. She supported the adoption of new curriculum and program initiatives that improved student outcomes as well as the expansion and renovation of facilities. She advocated to bring childcare facilities to all elementary schools and to ensure special needs students’ interests were included in all planning decisions. Using skills honed in the private sector, Joan also understood the need for fiscal accountability, including the importance of pre-funding post-retirement benefits and the establishment reasonable reserves.

In 2008 Joan was elected to the State Assembly. She chaired the budge sub-committee on Transportation and Information Technology and the Education Committee. She successfully authored bills to protect disabled adults, ensure online privacy of student data, and streamline the teacher dismissal process.

Joan currently serves on the board of Restore the Delta, working to prevent the construction of the two – 40 foot wide tunnels to divert water to Southern California, and she is enjoying time with her five children and seven grandchildren.
