The California Redistricting Plan & the Politicization of the Judiciary

Speaker: Stuart Flashman, J.D., Ph.D., Environmental Law Attorney


Dr. Flashman will discuss the California Redistricting Plan from the perspective of one of the semi-finalists for the Redistricting Commission.  How exactly is the process supposed to work and will it be successful?  How is it likely to impact the incumbents? Will it lead to a big change in the makeup of the legislature?

Is our judiciary becoming more politicized? Who are our judges? Are they unbiased of do their political philosophies influence they judgment?  Who puts up the money to get them elected and what influence does it have on their decisions? Dr. Flashman who is also an attorney will present his views on this subject.

Dr. Flashman holds a Ph. D. in biochemistry and molecular biology as well as a law degree.  He is an Oakland-based land use and environmental attorney, with a specific focus on the California Environmental Quality Act. He also handles election-related litigation, with an emphasis on initiatives and referenda.  Since 1990 he has been a solo attorney in private practice, although many of his clients are public interest groups, including the Sierra Club, the Golden Gate and Mount Diablo chapters of the Audubon Society, and the Preserve Area Ridgeland Committee.

Local Speaker: Kish Rajan, Walnut Creek City Council Member

Kish Rajan is a former SRVDC Member who now serves on the Walnut Creek City Council.  He is also very active in California Democratic politics and served to help Camala Harris in her race for Attorney General.  Kish will give us an update on the budget process and how local leaders are providing their input to the process.
