The San Ramon Valley Democratic Club is honored to have Congressman Mark DeSaulnier speak at our February 23 meeting. He represents the 10th congressional district that includes both Danville and San Ramon and most of Contra Costa County. We welcome his progressive ideas and look forward to hearing about what is happening in Congress. Mark is one of only a few Members of Congress to serve on four committees. He currently sits on the Committee on Transportation and Infrastructure, the Committee on Education and Labor, where he serves as Chairman of Subcommittee on Health, Employment, Labor, and Pensions (HELP), and the Committee on Oversight and Reform. He also is a Member of the House Committee on Rules.

“Teaching Casaulty Care in Ukraine: Helping Ukrainians Defend Themselves and Their Homeland.”
Dr. Michael Baker recently returned from a second war time trip to Ukraine where he taught Advanced Trauma Life Support (ATLS) and “Stop the Bleed” (StB) to Ukrainian physicians and other medical personnel. He was working on behalf of the International Medical Corps (IMC) and the Harvard Humanitarian Initiative (HHI) which are Non-Governmental Organizations (NGOs) focused on humanitarian activities. ATLS provides a concise structured approach to the injured patient so that life threatening injuries are recognized and treated immediately. The goal was to improve the care of injured patients resulting from the Russian invasion and ongoing war. Dr. Baker will review some history and geography to set the stage, then give his impressions of the morale, health care, and conditions in Ukraine during this conflict.

Dr. Baker is a retired general surgeon and trauma surgeon, World Affairs Board of Trustees member, and Osher LifeLong Learning (OLLI) faculty member. He served 30 years in the uniform of his country, retiring from the U.S. Navy with the rank of Rear Admiral. He was awarded three Legion of Merit awards in addition to the Marine Corps Combat Action Ribbon, and wears the Officer in Charge Riverine Warfare Device. He has published over 80 peer reviewed articles on a wide range of subjects from wounds and trauma to medical intelligence, pandemic response, and building the hospital ship of the future.
