The San Ramon Valley Democratic Club welcomes Dr. Jacob Charles, Associate Professor in History at Pepperdine University. He writes and teaches on the Second Amendment, and his primary research interests include the legal regulation of state and private violence, Second Amendment doctrine and theory, and the place of guns in the criminal legal system.

Dr. Charles will speak on the Second Amendment. He graduated magna cum laude from Duke Law School. He also holds an M.A. in political science from Duke University. There he is the Executive Director of the Center for Firearms Law to law school. His scholarship has appeared in the Columbia Law Review, Michigan Law Review, University of Pennsylvania Law Review, Virginia Law Review, and Duke Law Journal. Dr. Charles previously practiced in both the appellate and products liability practice groups at McGuire Woods LLP in Raleigh, North Carolina.

Gregory Nudd is the Deputy Executive Officer of Science & Policy of the Bay Area Air Quality Control Management District. He will speak on the Air District’s decisive victory in ending the litigation by Chevron and Martinez Refining Company over its Regulation 6.

Mr. Nudd previously worked as an environmental engineer at US EPA Region 9 for five years, where he reviewed State Implementation Plans. Mr. Nudd began his career at the Texas Commission on Environmental Quality, starting as a permit engineer specializing in combustion sources. He worked at TCEQ for 16 years in a variety of engineering, management, and information technology positions. Mr. Nudd earned a B.A. and M.S. in Mechanical Engineering from the University of Texas at Austin where he specialized in Energy Studies.

Rachel Hurd will give us details about the two tax measures of the San Ramon Valley Unified School District, Measure E and Measure F. Rachel was elected to the San Ramon Valley Unified School District Board of Education in November 2006 and is serving her fifth term. She serves on the TRAFFIX Board of Directors, and is a board liaison to the Special Education Community Advisory Committee, the SRV Council of PTAs, the district’s negotiating team, Deep Learning & Innovation Steering Committee, Equity Steering Team, and the Culture & Climate Committee.

Rachel has a B.A. in mechanical engineering from U.C. Davis where she met her husband, Alec. After working in aerospace for 7 years, she focused on raising their three children, two of whom have dyslexia. Working through their learning challenges, learning about dyslexia, and trying to collaboratively affect change in the school system has helped shape her “career” as an education volunteer. All three kids graduated from California High School.

Rachel is also the Executive Director of Leadership San Ramon Valley, a local non-profit organization that provides an annual community engagement and leadership development program for adults who live and/or work in the San Ramon Valley. She continues to volunteer for the SRV Council PTA as an advisor and member of the communications committee. She is active in the statewide grassroots organization, Decoding Dyslexia CA and serves as its Assistant Director. She is also a charter member of the Dougherty Valley/San Ramon Rotary Club, of which she is a past-president.
